Legislative Branch

The Legislative Branch, or Senate, consists of constituency elected Senators, a Speaker of the Senate, and a Speaker pro tempore.Ìý

The Senate represents various constituencies and seeks to enact legislation pertaining to the betterment of not only their respective constituencies, but also ÍæÅ¼½ã½ã as a whole.

Winter Carter ÌýH.L., a senior at ÍæÅ¼½ã½ã majoring in political science and history. She was elected by the Senate to serve her second term as Speaker of the Senate in the latter half of the 57th Legislative Session, being duly sworn in for a second time on April 23rd, 2025. Winter has been serving as Speaker of the Senate since April 2024, and will do so until her term ends in April 2026.

Winter first became involved in the Student Government Association (SGA) at the end of Spring 2023, when they were appointed to serve as the Vice President of Diversity, Equity, and Inclusion, of which they were a member of the Anti-Racism Task Force (ARTF), and the University Diversity Council (UDC). Within the Senate, Winter has additionally had the privilege of previously serving as Chairperson of the Legislative Committee, and the Vice Chairperson of the Organizational Structure and Governance Committee.

Winter continues to be a voice of leadership and involvement in the Student Government Association, most notably as an involved delegate to the Illinois State Assembly with the Coalition for Transforming Higher Education - Funding (CTHEF), and Advance Illinois.

As she serves in her third and final SGA Legislative Session, she reflects heavily on her past and current leadership involvement with SGA. She shared, "It was my drive to lead, as well as the maverick example of those in SGA who came before me, that inspired me the most to become involved and be a powerful voice of change in SGA, an organization which I am so proud to be a part of".

The Senate Clerk, plays a key role in supporting the operations of the Student Government Association Senate. Their responsibilities include maintaining accurate meeting records, organizing agendas, and ensuring smooth communication between senators and executive members. Dedicated to efficiency and transparency, helps keep SGA proceedings organized and accessible to the student body.

Chyneah Holt is a freshman majoring in Social Work and serves as a representative of the Veterans Resource Center within SGA. Passionate about school spirit and community engagement, Chyneah is dedicated to supporting other student groups through marketing initiatives and outreach. She aims to help bring new people into campus organizations, foster collaboration, and promote a more inclusive and connected student community at WIU.

Hi! I’m Blue Mladenovich, a junior studying History and Art History. This year, Blue's passion project is to create an organization within the Multicultural Center (MCC) for Asian students. Blue believe that Asian students at WIU are underrepresented and deserve a space where cultures, identities, and experiences can be celebrated just like other MCC organizations. Through this initiative, Blue hope to build community, increase visibility, and foster meaningful cultural exchange on campus.

As the Athletic Department Representative, Franka aims to strengthen the relationship between student-athletes and the general student body, ensuring their voices are heard and well represented within SGA.
